As part of the Russian project to consolidate the nation in the second half of the 19th and early 20th centuries, the past and future of Russia's northern borderlands were redefined: whereas the ruling elite had previously considered them useless possessions, they were now perceived as more Russian than the interior provinces. A group of enthusiastic entrepreneurs, dubbed "zealots of the North" by their contemporaries, made a significant contribution to this process. M. Agapov's book explores the activities and worldviews of this group's most prominent representatives—V.N. Latkin (1810–1867) and M.K. Sidorov (1823–1887). Having invested all their resources in organizing expeditions to discover a route to the mouths of the Pechora, Ob, and Yenisei rivers via the Arctic Ocean, they attempted to interest the highest levels of the imperial bureaucracy, business circles, and the public in their projects. Defending the principles of "independent Russian trade," V.N. Latkin and M.K. Sidorov proposed a protectionist state-corporate model for the development of the northern borderlands. The discourse they developed about Russia's North—the concept of the Northern Sea Route—proved popular in both the late imperial, Soviet, and post-Soviet periods.
