The author of this book is Nikolai Alexandrovich Basili (1883-1963), a hereditary Russian diplomat who served in February 1917 as director of the Diplomatic Chancellery at the Headquarters of the Supreme Commander-in-Chief of the Russian Army in Mogilev. In those fateful days, the Chief of Staff, General M. V. Alekseev, entrusted Basili with the task of drafting the text for the Act of Abdication of Emperor Nicholas II.
Basili's recollections of his service in the Ministry of Foreign Affairs of the Russian Empire and the February Revolution of 1917 are published in Russian for the first time. The edition includes archival materials from the collection of N. A. Basili, kept in the archives of the Hoover Institution (USA), including draft versions of the Act of Abdication, letters-reports from the Diplomatic Chancellery of the Stavka to the Foreign Ministry, transcripts of Basili's conversations with other participants in the events, recorded in the 1930s. The text is supplemented with photographs from the author's personal collection.
