The history of post-reform Russia in the "long" 19th century was closely linked to rapid industrialization—it was then that society first began to consider the consequences of economic growth on the natural environment. In this study, Andrei Vinogradov traces the emergence and development of environmental issues and debates in the public sphere caused by industrial pollution and man-made disasters. He seeks answers to important questions: how did "water pollution"—a vague, poorly understood phenomenon at the time—become a matter of national importance? How did oil spills on the Volga, toxic runoff from the Morozov textile factories, and waste from sugar refineries change not only legislation but also the views of officials and society on the permissible limits of industrial growth? As the author demonstrates, issues related to water infrastructure and pollution brought together the interests of factory owners and farmers, city councils and ministerial officials, and gave rise to new public institutions and horizontal structures. Zemstvos and Dumas sought ways to protect the rights of local residents, and hygiene experts pioneered standards for permissible concentrations of harmful substances, which remained relevant even during the accelerated Soviet industrialization. This book tells the story of how environmental policy emerged from conflicts over factory wastewater and polluted rivers in Russia. Andrey Vinogradov is a historian, PhD, and postdoctoral fellow at the Leibniz Institute for East European History and Culture (Germany).
