This study, based on a wide range of sources and literature, examines a set of topical problems related to the state of the army and high command on the eve of the February Revolution. Particular attention is paid to such controversial issues as the combat capability of units and formations of the Eastern Front to continue the armed struggle in 1917 in connection with the all-union strategy of the Entente, personnel decisions of Emperor Nicholas II, the composition of the troops of the Petrograd Military District and the prerequisites of the soldiers' revolt in the capital. Popular versions about the existence of a military conspiracy in the army in the winter of 1917 to prevent a social revolution are verified. The publication was prepared within the framework of the author's long-term work on the topic "The Russian Generals and the Collapse of the Constitutional-Monarch 2-3, 1917".
