Nikolai Kuznetsov earned a reputation as one of the brightest and most talented leaders of the national navy. At the age of thirty-five, Stalin put him at the head of the People's Commissariat to realize an ambitious project - to turn the country into an oceanic power. All plans were mixed up by the war, but in the first hours and days of the Navy demonstrated the highest combat readiness - thanks to measures taken by the Commissar in advance and on the eve of Hitler's invasion. Throughout the Great Patriotic War the fleet was promptly subordinated to the army command, which did not remove from Kuznetsov responsibility for the actions of compounds and ships. After the Victory, the Grand Fleet was back on the agenda. Large-scale issues of construction and armament of ships, the structure of fleets, management of naval forces were solved. In the new conditions fanatical devotion to the cause, uncompromising in defending principled positions provided N. Kuznetsov in the military and political establishment more enemies than friends. He went through demotions and demotions, new appointments, retirement in the prime of life, but remained a deeply decent man, whose name is valued in the Russian Navy along with its most prominent figures.
