Before Picasso became a cult artist and one of the key figures of 20th-century art, he was a "suspicious foreigner" for the French police. He was suspected of having links with anarchist terrorists, accused of political and artistic radicalism, and of undermining the foundations of French society. The artist requested French citizenship, but was refused, and he never became a citizen of France, although it was largely thanks to him that France retained its status as a cultural leader in the 20th century.
