Vukan R. Vuchik is a leading figure in global urban planning, the author of modern concepts for the development of transportation systems in urban centers. His central idea is that building new highways doesn't solve the problem of traffic jams, but rather exacerbates them, as the freed-up space on new roads attracts ever more drivers. Another of Vuchik's ideas is that the cost of driving is underestimated and subsidized by the state and society, seemingly invisible and unaccounted for.

Vuchik calls for greater awareness when using a personal vehicle. A separate, and perhaps most relevant, chapter has been added to this publication—it is dedicated to Vuchik's work in Russia. He has visited Russia many times and consulted with several cities on transportation system issues. Some cities heeded his advice, others did not. We can judge the results for ourselves.
