In his book, David Shirer reexamines the origins of Stalinist statehood during the period of rapid industrialization in the late 1920s and early 1930s.

The author argues that the centralized state economic system was a deliberate political creation of Soviet leaders, not an inevitable byproduct of socialist industrialization. Shirer reconstructs the debates of 1928 and 1929 over administrative, financial, and trade reforms and shows that attempts by state-owned trading organizations to create a less centralized economy enjoyed widespread support—while the industrialization program was implemented in order to establish firm political control over the economy.
