By "socialist reconstruction" (a term put forward by Stalin in November 1929) are understood the processes of radical restructuring of the economic sphere and related institutions in the USSR in the 1930s. The author considers a complex problem that presented a symbiosis of a number of topics - the NEP, industrialization, collectivization, the construction of socialism in the Stalinist way, and preparations for a major war. Comprehending the key trends in the evolution of the modernization drive, he distinguishes its two stages; at the first - which actually continued the NEP - the principles of systematic use of resources prevailed, the content of the second was reduced to another assault on socialism. The damage to the economic complex turned out to be considerable and caused its extremely disproportionate development. Total collectivization did not justify the hopes for the inflow of foreign currency for industrialization. Most importantly, the erroneous territorial organization of the military-defense complex, expressed in the placement of enterprises for the production of military equipment and weapons mainly in border areas, was an important cause of the disaster of the first period of the Great Patriotic War.
