Evgeny Anisimov, a distinguished historian specializing in Russian history in the 17th and 18th centuries and the author of several hundred scholarly publications, is one of the few scholars to have found a delicate balance between academic research and education. The personality and reforms of Peter the Great, the history of political investigation in Russia, the role of women on the Russian throne, and the fates of Russian political figures—the author explores a multitude of topics crucial to understanding the winding paths of Russian modernization. Each volume of his collected works is a standalone monograph devoted to a particular aspect of this complex topic. Drawing on archival sources and the preceding historiographical tradition, Evgeny Anisimov describes the distant past as a living era, closely connected to the present. The tax reform—the introduction of a single per capita tax in place of dozens of small household taxes and changes to the tax collection system itself—was one of Peter's most important reforms, outliving him by a century and a half and having enormous social significance. What were the reasons for this reform, and how was the tax system structured before it? How successfully were these innovations implemented? And what were the consequences of these changes for the military-police system? The historian focuses on the impact of tax reform on the formalization of the status of estates and classes, as well as the restructuring of the entire estate structure of Russian society in the first quarter of the 18th century. The author's goal is to demonstrate how the institution of the poll tax became one of the most significant and characteristic features of the internal structure of autocratic, feudal Russia in the 17th–19th centuries.
