Tintin meets Professor Alambic, a specialist in sigillography, the science that studies seals. His pride is the seal of King Ottokar IV of Sildavia. Hoping to add to his collection, the professor is going to this small mountainous country. Tintin decides to go with him as his secretary, but someone tries to prevent him in every possible way and even plants a bomb in his apartment. On the airplane, Tintin studies a booklet about Sildavia, its natural beauties and history. His attention is attracted by a curious tradition that dates back to the XIV century under Ottokar IV. The highest symbol of power there is the scepter: the king who loses it must abdicate. A chain of unbelievable events leads Tintin to the idea that a plot is being prepared against Muskar XII, the current king of Sildavia. It is up to Tintin to foil it.
