The author examines proposals for the implementation of various railway projects, originating not only from business circles in Russia and England, but also from Belgium, Germany, France, and the United States, and analyzes the terms of these concession offers. The analysis shows that the main reasons for the concessionaires' failures were the active efforts of Russia and England to undermine each other's projects. The work draws on a large amount of material from the Archive of Foreign Policy of the Russian Empire, many of which are being introduced into scholarly circulation for the first time, as well as existing scholarly literature in Russian, English, and Persian.
