The torpedoes invented by Robert Whitehead, which his firm began to mass produce in 1868, proved to be a dangerous weapon for ships and all fleets began to build a new type of ships - destroyers. The Russo-Turkish War of 1877-1878 showed the effectiveness of this new weapon. In the Russian Navy appeared destroyer "Batum", which marked the beginning of serial construction of sea-going destroyers.
In the early 90-ies of the XIX century after a number of maneuvers in Russia and abroad revealed the inability of the first destroyers in service to act in conjunction with squadrons, and mine cruisers - successfully defend large ships from the attacks of enemy destroyers. There was a need to create a light but seaworthy destroyer ships, superior to destroyers both in speed and artillery armament. In Russia to the understanding of this task came closest to the commission appointed in late 1891 to select the best type of such a ship. Included in the commission officers and engineers of the Black Sea Fleet unanimously spoke in favor of destroyers capable of taking part in battles of line squadrons, recognizing that "can not be considered squadronnye available destroyers, which are not without reason say that they are a burden of the fleet.
