At the end of the last century, primary care physicians began to function as dispatchers whose main goal was to refer patients to a subspecialist. Over time, this situation was no longer satisfactory for doctors, patients and health care managers. In 1992 an order "On Phased Transition to the Organization of Primary Health Care on the Principle of General Practitioner (Family Physician)" was prepared and signed, which made it possible to introduce the principles of family physician work into primary health care.
