The Decembrist Revolt rocked the Russian Empire. During the investigation, the newly crowned 30-year-old Nicholas I was confronted with a Russia completely unknown to him—a country entangled in a web of conspiracies and secret societies. The state's response was swift, and in July 1826, a fundamentally new political investigation agency was created: the Third Section of His Majesty's Chancellery, headed by Count Benckendorff. A year later, the system of state security agencies was supplemented by a corps of gendarmes. This book is a fundamental account of the history of the Russian secret services during the "long 19th century"—from the Napoleonic invasion to the fall of the Empire in 1917. It examines in detail and impartially the causes and process of their formation, organizational forms, their activities in countering internal and external threats, and the social and political profile of their officers. Research by leading contemporary authors is complemented by an inside perspective—the memoirs of the gendarme officers themselves.
