At the end of 1860, Italy decided to increase the number of warships by building large armored frigates. The type of armored frigate generally accepted in the French fleet at that time was taken as a model, in which the artillery was distributed along the entire length of the hull in exactly the same way as on previous non-armored ships. These ships were considered very strong at that time (especially in comparison with the previous ones, armed with a large number of small guns). At that time, the strength of fleets was measured by the presence of hundreds of guns.
Later, as a result of the change in the role of Italy among the states of the Mediterranean, in 1877 they began to transform the Italian navy, and special attention was paid to the development of offensive elements, which previously in the Italian fleet were entirely inferior to defense. According to the plan to strengthen the fleet in 1877, it was decided to join the old ships with new ones, equal or even superior in artillery strength and armor thickness, in speed and maneuverability to the largest battleships of other countries. This endeavor began with the construction of the huge ironclads Duilio, Dandolo, Italia and Lepanto.
