The work "Open Conspiracy" belongs to the famous English writer Herbert Wells, widely known in Russia as the author of science fiction novels "The Time Machine", "The Invisible Man", "The War of the Worlds" and others. In addition, Wells worked in the genres of the domestic novel, children's, popular science fiction and journalism. "Open Conspiracy" is a rare genre for an English writer that can be called political. The proposed work can even be called a manifesto, containing a call to humanity to reorganize the world on new principles. "Open Conspiracy" has not previously been translated into Russian and in our country has not been published. The first version of this work saw the light of day in 1928. Several times the work was revised and republished. The present book is a translation from the 1933 edition. The essence of Wells' proposed reorganization of the world is the dismantling of sovereign states and the creation instead of them of a World State headed by a World Government. Some positions of the program "Open Conspiracy" look utopian, but, at the same time, a number of provisions of the program has already been implemented, and some are in the process of implementation. Despite the fact that the work was written about 90 years ago, it helps to better understand the essence of the processes taking place in the world today.
