The author focuses on the social movement in Russia at the turn of the 19th and 20th centuries. It developed at the intersection of the political and non-political. Relatively few associations of zemstvo members, writers, professors, zemstvo employees, etc. contributed to the consolidation of that insignificant part of the public within which political ideas and information circulated. The very existence of these "platforms" became a catalyst for political processes in Russia at the end of the 19th century. In essence, it was there that the question of developing a common political language, political self-identification, and the first experiments in the field of party building arose. The monograph is devoted to the speed and scale of this process, the rapid overcoming of the circle stage and the acquisition of new tools for mobilizing the public, converting the non-political into the political.
