Based on a wide range of sources and literature, this study examines a set of topical issues related to the state of the army and high command on the eve of the February Revolution. Particular attention is paid to such debatable issues as the combat readiness of units and formations of the Eastern Front to continue the armed struggle in 1917 in connection with the all-union strategy of the Entente, the personnel decisions of Emperor Nicholas II, the composition of the troops of the Petrograd Military District and the prerequisites for a soldier's revolt in the capital. Popular versions about the existence of a military conspiracy in the army in the winter of 1917 in order to prevent a social revolution are being verified. The publication was prepared as part of the author's many years of work on the topic "Russian generals and the collapse of the constitutional-monarchist system on March 2–3, 1917."
