On the contrary, he began to pursue a policy of expansion, intending to create a Russian America on the North American continent. But this decision clearly did not please Russia's enemies, primarily the British. But in the confrontation that began, the United Kingdom suffered a defeat. Then Britain proposed that the Russian Empire agree on spheres of influence through negotiations. The negotiations took place, and the parties seemed to have come to an agreement.
