The paper analyzes the efforts of the Soviet Union to form Allied armies on the Soviet-German front even before the opening of the second front by American, British and Canadian troops in Normandy in June 1944. Their manning was carried out at the expense of contingents of foreigners who for various reasons found themselves in the USSR (political emigrants, prisoners of war, interned, administratively evicted, etc.), and in case of their shortage - at the expense of Soviet citizens related to the titular ethnic groups of foreign units. The paper shows the complexities of organizational construction of foreign troops and relations with foreign counterparts (governments in exile, military missions, socio-political organizations representing their countries), taking into account the historical and political context in which this endeavor was implemented.
