This monograph by A. Yu. Mitrofanov, Doctor of Historical Sciences and Professor of the Department of Church History at the St. Petersburg Theological Academy, is the first book in a trilogy devoted to the history of the Byzantine Empire's relations with the barbarian periphery during the era of the Ecumenical Councils. It examines the legal principles of the Byzantine Empire's policy and diplomacy during the reign of Emperor Heraclius (610-641) and his predecessors in their relations with the nomads of the Eurasian steppes. The Romans first encountered Parthia, a military power established by Eurasian nomads, as early as the first century BC. The centuries-long Roman-Parthian rivalry for hegemony in the Middle East largely predetermined the nature of the future relationship between Byzantium and Sassanid Iran, Parthia's historical successor. The author believes that the active Christian mission was an important factor in Emperor Heraclius's victory over the Avars and Persians.
