"And the wind returns..." - is the autobiography of the famous Soviet dissident, human rights activist and writer Vladimir Bukovsky. At the center of his story is the phenomenon of punitive psychiatry, a method used by the Soviet authorities to suppress dissenters. Bukovsky spent 12 years in prisons and special hospitals and was the first to speak publicly about this brutal system.
