Sir Halford John Mackinder was an English geographer, lecturer at Oxford University, member of the British House of Commons, and one of the founders of geopolitics as a science.
In his seminal work, "The Pivot of History," Mackinder introduced the concept of the Heartland, defining the central part of Eurasia, surrounded by an inner arc (Europe-Arabia-Indochina) and a peripheral arc (America-Africa-Oceania). He who controls the Heartland controls the world, Mackinder wrote. But what territory serves as a counterweight to the Heartland? It is the Rimland—the states that control the coastal strip bordering the Heartland and oppose it. Their intractable contradictions have given rise to the geopolitical problems we observe today.
