The diaries of A.A. Polovtsov are a unique source on the political history of Russia in the late XIX – early XX centuries. They are invariably addressed by researchers, however, referring mainly to their published parts. The present edition is the diaries of A.A. Polovtsov for 1859-1882. This text, unlike the subsequent text of diaries for 1883-1909, was first prepared for publication. A.A. Polovtsov was one of the most informed representatives of the highest Russian bureaucracy. First, because of his previous service, he was familiar with the preparation of bills at all stages of decision-making. Features of the Senate were familiar to Polovtsov in all details. Secondly, his circle of acquaintances was so wide that he was well informed about the moods both in bureaucratic circles and in the St. Petersburg society. Many information from the diaries of A.A. Polovtsov is unique and is not found in other similar sources. The subject of special interest of A.A. Polovtsov is the bureaucratic structure of the state life of modern Russia: the decision-making procedure, the organization of legal expertise of draft laws, the qualification of managerial personnel, their socio-cultural appearance. In this respect, the diaries of A.A. Polovtsov are an important source for the social history of Russia. They allow us to characterize the Russian bureaucracy as a complex socio-cultural phenomenon, presupposing special value orientations of the behavior of its representatives, which directly affected the state life of the country. Finally, A.A. Polovtsov is one of the “organizers” of historical science. In fact, leading the activities of the Russian Historical Society, he was acquainted with many prominent scientists, participated in the implementation of significant scientific projects. The full text of A.A. Polovtsov’s diaries for 1859-1882 is published for the first time. The publication is equipped with introductory articles, biographical commentary, notes and a personal index.
