In Hell, everything is designed to ensure that sinners receive retribution for their misdeeds. Once, cauldrons boiled and fire blazed here. Now, much has changed, as suffering demands a more comprehensive approach. Those who end up here have no memory of their crimes—and therefore any punishment seems unjust, and therefore doubly painful. After all, how can one atone for one's guilt if one doesn't even know what it is?
In this realm of pain, there are information collectors. Their job is to document atrocities in a place where murder is part of everyday life. Thomas Foole is one such collector. Usually, he simply stamps incoming reports "Not subject to investigation" and forwards them on. He doesn't understand the purpose of his job until he receives a report of a murder so different from the others that Thomas is assigned to conduct his first real investigation. But how can one conduct such an investigation in a world where everyone is guilty, death is commonplace, and hope is just another sophisticated torture? The search for truth turns into a cycle of nightmares - and ultimately changes not only Fula, but the very structure of Hell.
