Our days. Irene Bellew, a Parisian friend of Orest Volin, a French police captain, is robbed right on the street by a gang of juvenile raiders. However, Irene manages to apprehend twelve-year-old Vincent Retel. He takes her to his mother, who sells at a flea market. Irene discovers that on Madame Retel's tray is a photo album with part of the stolen photo archive of the Iranian Shahinshah Nasser al-Din, who was once rescued by Nestor Zagorsky.
May 1910. Nestor Zagorsky's patron, Privy Counselor S., is preparing the latest version of the Russo-Japanese treaty. It contains a secret section which is not to be published under any circumstances. Otherwise, it could be the occasion for the outbreak of a great European war.
The Privy Counselor takes the documents from the Ministry to work on them at home. Suddenly, however, the folder with the secret section, certified by the seals of the Russian Foreign Ministry, disappears along with the thirty-year-old son of the Privy Counselor. The case is extremely delicate, and S. turns to Zagorsky for help.
