The first December issue of the Army and Navy Journal of 1886 contains excerpts from the annual report of the Secretary of the U.S. Navy, Mr. Whitney, which is usually presented at the end of the year to the Congress of the United States of America. In this second report, the Chief of the U.S. Navy declares that in the past year he has only become acquainted with the great task of man who wishes to bring the United States Navy to a satisfactory state.
Of the new cruisers for the United States Navy, the Secretary writes: “The experience of the shipbuilding department in its first attempt to create modern combat vessels led to unsuccessful results and caused great displeasure. The analysis of this experience has shown that a completely different system is necessary for subsequent new orders of ships. Non-armoured vessels now occupy an important place among other battleships of the fleets, and their chief quality must consist in very high speed. The cruiser must be able to move away from the battleship and overtake the commercial steamer, because its purpose is to destroy enemy trade.
