In 1894-1895, Japan won the war against China. Its navy played a major role in this victory. Very soon it became clear to decision-makers in Japan, both civilian and uniformed, that Russia would be the Empire's next opponent. The outlines of a war plan began to emerge, which took into account the peculiarities of the Russian fleet, divided between several seas. Therefore, to destroy or cause great damage to the Russian fleet in one blow was impossible. The war plan was as follows: first destroy or inflict serious damage to the Russian Pacific squadron, then wait for enemy reinforcements from the Baltic Sea and decisive battle with him.
A strong line fleet was required to carry out this plan. The second part of the foundation of the Japanese fleet was armored cruisers. In each of the fleets that possessed ships of this class, they were created according to designs that had their own purpose and their own features. In the Japanese Navy, according to the engineer Captain 1st Rank Nonaka Sueo, these ships were to fulfill the following functions and have the following features: "Cruisers are divided into two subclasses, the first being armored cruisers, the second being armored deck cruisers. Armored cruisers are large high-speed warships. Also, their sides were to be armored." The Japanese shipbuilding industry could not cope with the construction of such complex ships, so they decided to order them from foreign shipyards. Most of the series was built in England, one cruiser was built in France and Germany. For them the Japanese did not make a single project, allowing factory designers to make their own projects, but they were not allowed to deviate from the task. Therefore, one of the purposes of ordering cruisers at foreign shipyards - familiarization with different shipbuilding schools - was not achieved. All six armored cruisers were armed with British guns. In fact, these ships were small battleships. The Japanese already then, at the stage of development of the program, determined the time of the beginning of the war with Russia.
