Continuing the policy of the British Admiralty on the widespread protection of merchant shipping, in England for the period from 1901 to 1903 laid a large series of ten cruisers of the type "Kent". They became a smaller version of armored cruisers of the type "Drake" and were listed as cruisers of the 1st rank. These series of cruisers were called "Counties" in the navy, as they all bore the names of British counties.
Upon completion, they were immediately sent for service in China and North America. In 1910 one of them, the Bedford, was wrecked in the East China Sea and scrapped. During World War I, they fought German merchant raiders, patrolling in areas of both the North and South Atlantic. "Monmouth" was part of Rear Admiral Christopher Cradock's squadron and was sunk with her entire crew at the Battle of Coronel in November 1914. The remaining ships of this series went through the war and were withdrawn from the fleet in the 1920s. The Devonshire type cruisers were designed as an improved version of the earlier Kent type and they were also intended to protect trade in remote areas. Their armament became more powerful. A total of six ships of this type were built. All of them actively participated in the First World War. Of these, the "Argyle" was wrecked and was not saved, and the "Hampshire", having orders to deliver with a diplomatic mission of the Secretary of State for War Lord Herbert Kitchener from Scapa Flow to Arkhangelsk, blew up on one of several mines set by the German submarine U-75. The rest were withdrawn from the fleet in the 1920s. These two types became the intermediary for the further design of a large series of stronger armored cruisers built between 1905 and 1909.
