The terms "hard" and "soft power", which appeared in scientific literature at the turn of the 20th and 21st centuries, were used to characterize the foreign policy of modern Western powers in relation to those countries that they sought to subordinate to their influence. The use of "hard power" (occupation, military intervention, creation of military bases, economic sanctions, etc.), often combined with "soft power" instruments (blackmail, corruption, educational and cultural programs), entered the modern lexicon under the name of "smart power".

Similar forms and methods of influence were widely used by colonial powers in previous centuries. The team of authors turned to the history of the British Empire to use its example to show the aggressive policy ("hard power") of the colonizers, combined with various methods of coercion through "soft power" to subjugate the population of the captured territories in the countries of America, the Near and Middle East, and Africa. The British attempts to turn the Russian state into a colony during the Time of Troubles failed, but with the help of "soft power" they managed to achieve a tangible influence on the country's political elite, among whom Anglomania and Anglophilia had spread.
