Pavel Pavlovich Zavarzin was a Russian gendarme officer and major general of the Separate Gendarme Corps. He held the positions of head of investigative departments in Chisinau, Gomel, Odessa, Rostov-on-Don, Warsaw, Moscow, and elsewhere. Drawing on his extensive experience, Zavarzin introduces the reader to the theory and techniques of investigative work, explains the purpose, objectives, and modus operandi of investigative agencies before the Revolution, noting their differences from the activities of the Cheka. He reveals the specifics of border and customs services, as well as the protection of high-ranking officials, and mentions his assistance to military intelligence. He describes the last days of Alexander III and the accession of Nicholas II to the throne, recalling his meetings with Generals Ruzsky, Sukhomlinov, Minister Plehve, and others. Looking back, the author is struck by how sluggishly the Russian government responded to the constant murders, committed first by the Narodnaya Volya and then by the Socialist Revolutionaries, over many years, believing that such an attitude contributed to the rampant terrorism in the country.
