A young American engineer Andrew Timothy invents a high-speed electric engine for a submarine. The military commission does not accept the invention, since, in its opinion, it requires improvement. However, an unknown person finds out about the unique engine and begins to blackmail Timothy. The persecution frightens the engineer. In addition, he is in dire need of money. Fortunately, a Russian artist Vasily Vereshchagin comes to San Francisco, where Timothy lives. Timothy learns that Vereshchagin is a former naval officer, therefore, he must understand something about ships and submarines. He meets Vereshchagin and says that he is ready to sell his invention to Russia. Vereshchagin suggests that he contact the Russian consulate in Washington. Timothy agrees. But on the way to Washington, right in the train car, an unknown person kills the engineer and steals all his things. Zagorsky and his faithful companion Ganzalin are also traveling on the same train, and, apparently, they will have to once again join in a difficult investigation full of dangerous adventures.
