Ivan Frantsevich Koshko (1859-1927) - Russian statesman, served in the Ministry of Internal Affairs, brother of criminalist A. F. Koshko. Vice-governor of Samara, later governor of Penza, then Perm. "Memories of the Governor" covers the years 1905-1909, including the time of the First Russian Revolution. Peasant revolts, rallies, terrorist acts are described here from the point of view of the representative of the authorities, called to subdue the "propagandized masses". At the same time I. F. Koshko, working at the beginning of his career in the zemstvo, tried to improve the life of farmers: he organized cottage industry and available loans for peasants, during his governorship the infrastructure developed and economic indicators grew. However, as the author of the memoirs writes, "the terror extended to everyone, regardless of personal qualities". The memoirist was exposed to real danger, about which he writes quite fascinatingly, the book also contains many descriptions of crimes and ways to escape from prisons. I. F. Koshko also pays attention to the manners of provincial nobles, their way of life, receptions and balls. He was closely acquainted with government officials A. D. Arbuzov, P. N. Durnovo, P. A. Stolypin - their characters are reflected in his memoirs.
