Prussian officer Walter Nicolai (1873-1947) from July 1906 led the intelligence department in Koenigsberg. From the beginning of 1913 to November 1918 he headed Section III b (Military Intelligence) of the (Prussian) Grand General Staff. After the defeat of Germany and the November Revolution of 1918, which found Nicholas on leave, he never returned to his post, and on February 27, 1920 finally retired as a colonel. In 1923 he published a book in Germany called The Secret Forces. International espionage and the fight against it during the war and at the present time, which not only formulated many principles of intelligence activities, but also offered a rich historical material useful for understanding. Even after 100 years, most of the ideas expressed in it remain relevant.
