One of the most important currents in contemporary ethics is rule utilitarianism (or rule consequentialism). Its systematic development began in the 1950s. However, to the extent that this approach remains within the confines of philosophy, it fails to answer the fundamental question of the source of moral rules. This is, in fact, now recognized as a real problem.

Henry Hazlitt locates the source of moral rules in a broader social scientific context, drawing on the theory of social cooperation developed by Ludwig von Mises. In addition to a positive presentation of the problematic of rule utilitarianism, the book contains a critical analysis of alternative approaches, in particular, and primarily, Kant's.

Ethical monographs written from the perspective of a single approach are rarely presented in textbook format and most often focus on unresolved and controversial issues. Textbooks, in turn, are reduced to the history of ethical teachings. Hazlitt's book comes closest to being a textbook written from the perspective of a unified approach.

The appendix to this edition contains a systematic anthology of excerpts from the works of Ludwig von Mises, giving an idea of his theory of social cooperation, on which H. Hazlitt relies in his constructions.
