In the late 19th and early 20th centuries, while life in the Russian Empire was characterized by peasant land shortages and poverty, liberals looked to the West and demanded constitutional rights.

During the Russo-Japanese War, the Japanese General Staff attempted to unite the Russian opposition and direct it toward an assault on power. The plan developed at the Paris Conference envisioned massive propaganda, the convening of a Zemsky Congress by liberals, and demands for a constituent assembly. The Socialist Revolutionaries were intended to provoke students and workers into protests.

The Coordinating "Committee," including opposition leaders and prominent literary figures, managed to infiltrate the entourage of Priest Gapon, who was planning to organize a "religious procession" to present a petition on the people's needs. However, his "literary friends" convinced him at the last minute to include a demand for a constituent assembly. The workers either did not know or did not understand the meaning of this demand; they could not imagine the consequences. This provocation predetermined the tragedy of "Bloody Sunday".
