At the beginning of 1948, Nikolai Pavlenko, the former chairman of the cooperative construction artel, having given himself the rank of colonel of the engineering troops, and other military ranks to his subordinates, created a shadow organization with the help of forged documents. This fictitious corporation, which at various times was called the Department of Military Construction No. 1 and No. 10, concluded numerous agreements with state structures and built dozens of sections of highways and railways in the USSR over several years. How was Pavlenko's organization arranged? How did she manage to exist for such a long time - from 1948 to 1952?
