During the Second World War, in the Baltic territories of the Soviet Union occupied by the Germans, such church and social events took place, the significance of which for the subsequent church life in Russia can hardly be overestimated. We are talking about the creation of the Mission of the Exarchate of the Moscow Patriarchate for the revival of church life in the lands liberated from communist power. This Mission, known in history as the "Pskov Mission", in the shortest time given to it by Providence, managed to achieve such significant successes that the "directive revival of the Orthodox Church in the USSR" begun by Stalin in Moscow could not be compared with them. And the very change in Stalin's policy towards the Orthodox Church in 1943 was largely the result of the activities of church organizations in the areas occupied by the Nazis.
At the head of the entire Exarchate of the Moscow Patriarchate in the Baltics was Metropolitan Sergius (Voskresensky), who managed to establish church life here on strict canonical grounds.
